A ‘guest commentary’ in Bridge Magazine – a piece written by Tom Cook, a member of the Owosso City Council – provides some thought-provoking reading regarding budgets and local units of government with the City of Owosso as the case in point. Here’s a set-up paragraph from the magazine:
The Shiawassee County city of Owosso has a budget problem — and has had one for the last five years. Even the community’s history of fiscal prudence and recent cutbacks and tax increases has not stabilized the situation, writes City Councilor Tom Cook in a Bridge guest commentary. Voters and state leaders need to start thinking of what they want out of local governments.
